MOTION : SUPPORT FOR DISABLED PEOPLE IN THE LABOUR PARTY

Brent Central CLP is appalled that the UK was the first nation to be investigated by the United Nations for grave and systematic violations of the Convention for the Rights of Persons with Disabilities in 2015. In October 2018, the “Concluding observations on the initial report of the United Kingdom of Great Britain and Northern Ireland – Alternative report from civil society” found the Government’s record on disability rights has worsened further since being chastised by the United Nations

This Labour Party recognises that:
• Police figures across England and Wales show a 33% increase in disability hate crime in 2017-18 compared to the previous year.
• Nearly 60 cases of disability discrimination over twenty months have been brought against the DWP, manager of the ‘Disability Confident’ scheme for employers.
• 90 disabled people are dying every month after being found fit for work and therefore not entitled to essential and potentially life-saving benefits.
• In January 2019, a report from the think tank Demos concluded that the Department for Work and Pensions had systematically failed to help ill and disabled people out of poverty.
Disabled people are facing discrimination, victimisation and harassment on a massive scale in the UK.

The human rights model of disability is the only way to address this horrific situation. Disabled people’s human rights must be enforced at every level, from the grassroots upwards. Therefore, we must respect those rights across Brent Central and in all meetings and activities of the CLP, its branches and forums.

This Labour Party resolves to:
1. Encourage branches to have speakers on to raise the profile and issues of disability both within the Labour party and in wider society
2. Actively support the CLP’s Disability Officer by making sure they can survey and contact Labour members and supporters on a regular basis, in order to identify and work with our disabled members and supporters.
3. Endorse and act upon the contents of the legal handbook produced by Disability Equality Act Labour (DEAL).
4. We recommend the handbook to our CLP and call for the NEC to accept it, in its entirety, as official internal policy at all levels of the Party. To ensure full compliance with the Equality Act 2010, the NEC must make appropriate funding and resources (including specialist software and disability equality training) available to regions, CLPs and branches.
5. We recommend a CLP donation of £50, and encourage individual members to make what donations they feel able to towards a print run to enable the DEAL group to make the handbook available at Party events including regional and national conferences.
